Will VTT styling and position settings survive?

No: SRT has no standard support for them, so cue settings are removed. The text and timing convert exactly.

Does it handle VTT files without hours in the timestamp?

Yes. VTT allows MM:SS.mmm timestamps; they are expanded to the full HH:MM:SS,mmm form SRT expects.

Is anything uploaded?

No. Parsing and conversion run in your browser only.
